Considering the rate you want to pay, a developer would earn $400 per week, or about $1,800 per month. At the current rate, that would be about € 1,600 per month, before taxes. Most European countries will have an income tax between 20 and 40% for this level of income so that's quite a low amount for any experienced programmer. So you would definitely have to look for someone in Eastern Europe, although the prices for developers there are increasing too. Quite a lot, actually, since East-European developers are very welcome in the West-European countries. My last employer hired several of Romanian developers and they made a reasonable living.
