Is it even possible to call someone without a SIM card nowad

I recently switched to an older phone for traveling and realized I don’t have a SIM card for it. But I was wondering—can you still call someone without a SIM card, like through some app or service? I'm not asking about Wi-Fi calling via WhatsApp or Zoom, more like regular calls to real numbers. Anyone tried it?
