What are the chances of a dryer catching fire if it's not on?

If by not on you mean that the breaker is turned off, Then it is effectively impossible to have an electricaly caused fire. If you mean not running a load of laundry, then there is the normal risk of outlet/ wire failure that is present with any device. It is exceptionally rare for an outlet to melt down when no load is being pulled acrost it.

To prevent fires, I disconnect the dryer vent and stick a leaf blower attachment in there. It cleans it out pretty well! But the smoke alarm and carbon monoxide alarm still go off because it's a two-stroke gas blower.
