If developers are employees of the contractor, why does team selection still take weeks?

I have come across services from development companies more than once that offer to find a dedicated team of developers for specific tasks and projects. And there are even those who promise to do it not in months, but much faster. But weeks is still not a short time. Why does this happen if these are the company’s own employees?
